No, excluding south american and african bands as about 70 % of the brazilian bands had members with afro american background and it's nothing special over there.

Can't see any black guy in the LP photo, prohably Latino which leads me to another question, Jeff Scott Soto is he afro american or Latino? On the pic of the Panther MLP he looks latino, on another pic I've seen he looks more afro american "influenced". Does anyone know more?

And the guy of german Mass had indeed afro american roots. His dad was GI or something.

I believe he's from Puerto Rico so that would make him Latino.

Well, there are probably black people in nearly every country of the world so it's possible. Odds are better granted the majority of the population in Puerto Rico that he's latino though.

Samson (UK) had a black drummer (Mel Gaynor), post-Thunderstick.
I don't know if he made any recordings with them however.
I think he went on to join Simple Minds later. :?
Also, Jean Beauvoir was bassist with The Plasmatics, playing on "New Hope For The Wretched", "Beyond The Valley Of 1984" and "Metal Priestess".
He was the black dude with the peroxide mohawk, a very good look.
Yes, they started out as a Punk band, but they became more Metallic with each successive release, and are worthy of inclusion i reckon.
Same story with Bad Brains, by the time of "The Quickness", they were for all intents and purposes a Metal band, albeit an odd one.
Oh, and Bernie Torme's Electric Gypsies had a black bass player too, Everton Williams.

Yeah, The Plasmatics also had a black drummer in Coup D'Etat who according to Metal Archives has been involved in some other Metal bands and is now playing with Joe Hasselvander.

Living Colour - They supported Anthrax back in the 80's so they must have been metal.

Black Death is the most metallic in my opinion, with the most over due CD re-edition.
