Surely 'Lord of the Rings' rather? 'Tales' version natch.

Virgin Steele: 'Blaze of Victory', 'Child of Desolation', 'Garden of Lamentation', 'Gate of Kings', 'Arms of Mercury', 'The Fields of Asphodel', 'When the Legends Die', 'God Above God', 'Angel of Death', 'Forever Will I Roam', 'House of Dust', 'Perfect Mansions', 'Cry Forever'...and the greatest of them all:

'THE SPIRIT OF STEELE'

And also maybe:
Spitfire 'Whispers' (twin guitar boner)
Stygian Shore 'World Wilted Wings' (AMAZING)
Varvar 'Devilish Modorra'
Fates Warning 'Guardian' (!!!)
Accept 'Can't Stand the Night', 'Breaking Up Again'
Adramelch 'Heap of Bones'
Atlantean Kodex 'The White Ship'
Elwing 'Blood on my Hands'
Avantasia 'Farewell'
Bathory 'Ring of Gold'
Grave Digger 'Emerald Eyes'
Crimson Glory 'Lonely'
D.C. Cooper 'Until the End'
I could go on for a while. For you see...I'm rather a sucker.

Yes!

One ring to the Dark Lord's hand, sitting on his throne
in the land so dark WHERE I HAVE TO GO!

If this qualifies as a ballad then it has to be the greatest. It's actually maybe my favourite song from AtG!

Don't remember if I posted here before, but it's Savatage all the way for me. "Believe", "When the Crowds are Gone", "All That I Bleed", "Alone You Breathe", "If I go Away", "St. Patricks", "Summer's Rain" etc... so many great ones.

OK, since we can't come to terms with what a ballad really is: Spitfire - Eye of the Storm!

I don't know if this was posted earlier but one of the best ballads of all time is "I Remember" from Psychotic Waltz. I usually put this on tape together with "Sleeping Dogs" as an intro to "I Remember". For me this is one of the best Metal ballads ever.

Other ballads/ half ballads:

Sahara - Changes
Judas Priest - Before The Dawn
Reckless (CAN) - Need You Next To Me
McAuley Schenker Group - When You're Gone

that has a "soft intro" but everything after that is far from being a ballad i guess

You speak the truth sir indeed...but if people are having Blind Guardian's 'And Then There Was Silence' I thought, screw it!

You forgot the mighty "Strange Wings"!

I came to like some of the NWOBHM-ballads a lot, like

MILLENNIUM - Traveler
DRAGONSLAYER - Broken Hearts
Where were you in '79 when the dam began to burst

Why is Strange Wings considered a ballad? In what way does the guitar and the screams in the end of the song sound balladesque?
To tell the truth, I've got a bit fed up with Believe or When The Crowds Are Gone. But I still enjoy Summer's Rain a lot, probably my favorite one from the aforementioned bunch.

How can "Strange Wings" be taken for a ballad?!? :?

Regardless, Strange Wings is the weakest song on HOTMK and miles away from any of the songs I mentioned, IMO.

Ah, those are probably the last two songs on earth I will ever get fed up with.
