That one's been near the thousand-dollar mark for several years now. The funny thing is that it's not really that rare compared to several other nwobhm singles. I've seen at least 1 copy of Tyrant offered for sale every year since the early-mid '00s. Based on that, I'd assume there are at least a few dozen copies already in collectors' hands. As for nwobhm, the mid rarities get cheaper, but the top rarities are getting (a lot) more expensive.
I'm not sure why so many folks are willing to pay so much for Tyrant in particular; it's a good single but it's not the rarest or the best IMO. Heck, it doesn't even have a cool picture sleeve to make folks drool Only things I can think of that might give it a leg up are that the reissues may have generated a lot of interest on this one, and it does have a gallopy, epic fantasy vibe that people love but is somewhat uncommon in nwobhm
Would like to have it myself, but no way in the world I'd give that much for it, not even close
