What single band would be the best one? Impossible to say! Top 10 list could be possible. Besides "Speed Metal" is pretty vague genre/label and often overlaps with "Power Metal" so discussing it can be hard because of the different views. For example: Melodic Speed Metal of germany is kinda the teutonic version of (real) Power Metal.
Anyways some good ones.

Not to be a wet blanket, but I never liked the use of 'speed' as a genre. 'Speed' is just a tempo, not a style. Any band that plays fast enough could be considered speed, regardless of the style they play. Most 'speed metal' bands are, IMO, thrash or power bands that just tend to play fast songs most of the time, as opposed to other bands that play fast songs only some of the time
