Well I guess the title says it all, extremely solid Russian HM in the vein of Aria. I've seen a vinyl edition mentionned once, but I'm wondering if that's true...

Nope. There's a different, less metallic Time Out that released 2 albums in the late 80's/early 90's, but this particular band never made a vinyl of their own. That song in the youtube clip was however featured on this comp:
