When I told him about my concerns that he violates ebay policy. He just sent back my paypal payment and he said that he lives in Japan.
I'd like to report it to ebay, but there is no possibility to mail ebay only to contact them by phone.

Ebay people won't do anything. Shill bidding fills their pockets too (higher fees).
This illegal practice was very hard to do until some years ago (you could see all usernames and emails), now it's just the normality.

Old news unfortunately, many posts about this even on this forum. Most well known Asian sellers use shill bidding. Pricekillers is a notable exception.

i talked about this rip-off many times before, and read the very first post of this topic. by the way, he said he live in japan? hahahaha, it doesn't matter where he live in, but 10000% lie. i can't understand why he told such lie. he just want to say his brain is radioactive contaminated?

this is the page which show how many items any seller sold for last 31 days. for example, if any seller sold 1000 items for last 31 days, he should receive 600~700 feedbacks for last 31 days, at least 500 feedbacks.

in case japanrarehunter at the moment, 260 feedback for 990 items.
in case drgoon_japan, 370 for 670 items

drgoon_jpn do shill bidding but not much, japanrarehunter is the scammer.

EDIT :

i am afraid i forgot to write above way is applied only to such sellers who sell at ebay "often" and "many items in once", and also whose start price is very low as most items of him got sold. so above way may be not good for such seller as like drgoon_jpn because he doesn't sell at ebay "often".

ebay buyer, that doesn´t paid after 2 weeks, the amount of $129. I opened a case and had to close because the buyer didn´t reply to my messages.

I wouldn't even bother posting about "simple" non-payers in this thread. As you already did, just open the NPB dispute, put him/her on the block list and that's it.
