Trying to Remember a Nwobhm Song

I know its a long shot but all I remember is the song starts out with the vocalist yelling "Blown Sky High" and then it cuts into the song I thought it was Tank but I can't find a song that starts out like that by them so either I'm not listening close enough or it wasn't tank at all.

I am trying to remember a song, I think it's called "Heavy Metal Rules" and was on Pegasus Records (or the bootleg was). Can someone help?

The bootleg was on Phoenix, not Pegasus, but i absolutely see why you'd recall it that way.
