Ok, I find information, the band is POSS- Bad Lizard , formed in 1987, in the same year release this video whit other vocalist.
Now I only need to find the full video

Yes, post-Bad Lizard.
The band dissolved after recording this video with the name of "License" , some time after, the singer died.

The video only has "Bad Lizard" printed on it...

The video is released under the name of Bad Lizard but no is official video, in this moment had changed the name to License, guess they left that name for some commercial strategy
