EVIL BLOOD - To Hell And Back In One Day II
So fucking flawless is hurts.
ELIZA - Burning (The King Of Destiny)
I don't think Eliza made a single bad song before 90s and this isn't exception.
DEATH SS - The Hanged Ballad
Both haunting and beautiful ballad done with the macabre italian way.
EBONY EYES - Amor To Pushike No Monogatari
Grrrreat classy guitars on this one and a good doze of emotion without cheese-factor. A classic ballad with really good solos.

On it's way to becoming one of my top 10 ballads of all-time. Especially the more recent acoustic guitar version.

Vengeance - If Lovin' You Is Wrong
Manowar - Mountains
EDIT: forgot X - Say Anything. Great song!

As much as I love X (but '82 - '88 period mostly) I gotta say that majority of their ballads sound like Celine Dion songs or something to me
I can enjoy them a little bit in some fucked up level (so cheesy it's good?) but I'd never consider 'em as good ballads. There are some exceptions though. Their early power ballad ENDLESS DREAM surely belongs to this thread and ALIVE from vanishing vision is pretty nice too.
